Natural England Comments on the Hereford Relief Road

‘… the Outer Distributor Road is overkill for the task of removing the extra traffic due to new developments …the road does not appear to be financially viable … journey time saving benefits of around £46.5mn over fifteen years [are] small compared with the projected costs of £130mn…No modelling of the sustainable transport options detailed in the [Herefordshire Council’s] Place Shaping Paper [2009] was undertaken’…

‘It is Natural England’s opinion that the Core Strategy is overly reliant on the delivery of the Relief Road (RR). We continue to recommend both the prioritisation of other, more sustainable, transport options and the development of a viable alternative Core Strategy which would be achievable without the RR’…

‘The Local Development Framework (of which the Core Strategy is a central part) consultation process is supposed to ‘use’ evidence provided by other organisations, and we had hoped that the council would take more heed of our TRL report and engage in a meaningful dialogue with us.  Unfortunately this has not happened.’
